 CAR PROJECTS

Chairmen - Present information and promote the projects to all CAR State Presidents and appropriate State Chairman.  If necessary prepare a Book of Evidence.

 

INFRASTRUTURE COMMITTEE

Historian

(a) Requests from the Region’s State Presidents, by January 15, of odd-numbered years, a two-year report of the accomplishments of their terms.

(b)  Compiles a two-year report of CAR history and Regional activities.

(3)  Compiles a two-year report of the seven State Garden Clubs and sends it to the NGC Historian with a copy to the Regional  Director by March 1, of odd-numbered years.

Credentials

Requests from the Region’s State Presidents, in advance of the annual Regional Conference, a list of their delegates and alternate delegates to the Conference.

Conference Chairman

Plans and co-ordinates the Annual Fall Conference under the direction of the CAR Director.  The Chairman and Director have full responsibility for the Conference as outlined in the Standing Rules.

Conference Vice Chairman

Assists the Chairman with all duties.  In absence of Chairman, acts as Chairman.

Conference Manual/Books Chairman

The CAR conference manual is a guideline for conducting the CAR Conference.  The Chairman keeps the Manual current.  Manuals will be given to Conference Chairman when selected.

Book of Recognition Chairman

Contributions of $10.00 (ten dollars) or more, may be made to the Book of Recognition in memory of or in honor of someone.  All names will be placed in the Book of Recognition and recipients will be notified.  All contributions will be placed in the CAR Scholarship Fund.

Chaplain/Memorial Service Chairman

Prepares and conducts an appropriate Memorial Service at each Fall Conference.

Memorial Service Assistant Chairman

Assists the Chairman with all duties.  In the case of the absence of the Chairman, acts as Chairman.

Personnel Chairman

Serves as the liaison between the CAR States and the NGC Personnel Chairman.  The CAR Chairman encourages all states board members to consider applying for an appointment to the NGC Board of Directors.  If interested, a form must be completed, signed by the State President and mailed to NGC, Inc. by February 1, in even-numbered years.  These forms are filed for the NGC President Elect to review when selecting a Board of Directors.  This Chairman requests State Presidents to recommend people to serve on the CAR Board at their fall board meeting in the even-numbered years.

CAR Protocol Chairman

(a) Works with the CAR Director to assure a comfortable and efficient operation for the two CAR Fall Conferences during the Administration.  The list of those designated by the CAR Director to be seated at the Speakers’ Table(s) and Honor Table is used to pre-

pare the seating chart.  Notes are sent to those members with their

 

seating order for the various meals or meetings.

(b) The Protocol Chairman compiles three (3) books of the complete agenda.  Book must lie flat on the lectern where good lighting is assured, and must be typed in capitals and triple spaced.  Books are prepared for:  CAR Director, Protocol Chairman, and Conference Chairman for the Hostess Federation file. 

(c) Makes sure the Director’s copy of the Protocol book is correct before each function during the Conference.

(d) The Protocol Chairman presents the Regional Director at the opening of each meal function as follows:  “Will you please rise to welcome your Regional Director, and remain standing?  May I present _______________.”

(e) Makes sure the American flag is in place for the Business session or meal function at the CAR Conference.  (The Pledge of Allegiance is said only once during the Conference.)  Prepares name cards for the Head Table(s) and places them, checks on the audio system, and confirms any changes to the agenda or seating with the CAR Director prior to the function.

(f) Works with the Conference Registrar of the Hostess Federation to be sure those members expected to attend specific functions are in attendance.  This information is given to the CAR Director for her use in preparing the agenda. 

Parliamentarian

Robert’s Rules of Order Newly Revised shall be the parliamentary authority for the CAR except where they are inconsistent with the Articles of Incorporation, the Bylaws, or any special rules of order of NGC or the Policies and Procedures of the CAR

 

 AWARDS

Chairman

Encourages all garden clubs to apply for awards offered by the Central Atlantic Region for recognition of outstanding achievements in their communities.  CAR Awards are presented at each Annual Conference recognizing excellence above the state level.

Application for Central Atlantic Regional Awards is made through the Awards Chairman of each State in the Region, unless otherwise directed.

Makes arrangements for committees to judge all entries unless otherwise specified.  At the Annual CAR Conference introduces the Awards Representatives that will make presentations.

Prepare certificates as needed.  Notifies the Treasurer  in advance of the checks needed for all monetary awards.

Prepares a listing of all awards and the winners to be distributed to the State Presidents and the CAR Director after the Annual Conference.

Vice Chairman

Assists the Awards Chairman in processing the certificates for presentation and assists the Chairman with other duties as needed.

 

COMMUNICATIONS

Communications Chairman

Acts as a liaison between the Director and all of the communications committees.   Also serves on the Membership Committee.

Book Review Chairman

Submits a book review to the CAR Review Editor for each issue.

Brochures/Publication Chairman

Keeps the states informed of the booklets and publications available from CAR/NGC.

CAR Review Chairman

Solicits and receives information valuable to readers in the Region.  All such information must be researched for accuracy, edited grammatically, composed in a clear and concise manner, and properly formatted.  Additional responsibilities may include the printing and mailing of the publication, when unable to send electronically.

CAR Review Vice Chairman

Assists the Chairman with all duties.  In the case of the absence of the Chairman, serves as Chairman.

Directory/Directory Corrections Chairman

The Directory/Directory Chairman obtains the complete list of the Boards of Trustees (or Directors, etc.) of each of the seven states of the Central Atlantic Region.  There are two parts to the CAR Directory.  The first part gives addresses of the CAR Board of Directors and the Boards of the seven CAR States.   The second part   lists the job descriptions of CAR Board Members, the CAR Award Rules and the CAR Standing Rules. The Chairman prints both parts of the Directory, arranges for its duplication and distributes  both to CAR Board Members at the Annual Conference the first year of an administration.  Corrections are received from that date on, and the corrections are given out in list form at the next CAR Conference. 

It is expected that Part I will be revised during each administration, but that Part II will remain for several administrations and that Board Members will pass copies along to their successors.  

The National Gardener Chairman

Emphasizes to the states the importance of all members subscribing to THE NATIONAL GARDENER.

Publicity/Press Books Chairman

Encourages clubs to keep a record each year of coverage they receive in the print media and to apply for the corresponding award.  The Region is the highest level of competition.  Presents the winners at the Annual CAR Conference.

WebsiteChairman

Maintains an informative website for the Region.  All information should be current.

Grants Chairman

Educates the states in the value of applying for grants and the procedures with which to do so.  Assists states whenever necessary

 

ENVIRONMENTAL CONCERNS, CONSERVATION

Chairman

Increases environmental awareness in the states and clubs.  Encourages, supports, and assists committees in developing and obtaining their goals.  Judges and presents the Environmental Concerns Award at the Annual CAR Conference.

Air and Water Quality Chairman

Educates the states about the importance of Air and Water Quality throughout the Region.  Promotes any NGC projects for Air and Water Quality.

Birds, Bugs and Butterflies Chairman

Gathers and disseminates information about the anatomy, habitats, and life cycles relevant to the needs of birds, bugs and butterflies.   Encourages CAR members to initiate and participate in projects to educate the public.  Legislative and environmental concerns are addressed.

Conservation/Endangered Species Chairman

Keeps abreast of current information regarding conservation and endangered species.  Advises states and clubs of their responsibility and duty to practice good conservation methods and to protect endangered species.

Invasive Plants/Noxious Weeds Chairman

Educates the states and clubs about these plants and weeds and to

differentiate between the valuable native plants to use in land-

scaping.

Land Conservation Chairman

Educates the states, clubs and members about the importance of protecting our open lands, watersheds and all that is nature.  Encourage states and clubs to become involved with saving the land from overdevelopment.

Legislation/Public Relations Chairman

Develops sources of information concerning pending or proposed legislation, within the Region or nationally, and disseminates that information to CAR states and clubs.  If action is required, assists in a public relations campaign to make elected officials aware of CAR concerns. 

Memorial Gardens, Arboreta/Botanical Gardens Chairman

Promotes the establishment of gardens  of the various types.  Keeps the Region abreast of all new gardens.

Penny Pines Restoration Chairman

Promotes the reforestation of National Forests in conjunction with the National Forest Service.  States may select the National Forest of their choice.

 

HORTICULTURE

Chairman

Co-ordinates the efforts of the horticulture related chairmen in collecting and distributing information from their respective areas of expertise to the CAR state counterparts. 

AHS Regional Perennial Award Chairman

Receives the winning entry (Book of Evidence) from each state.  Award is based on an outstanding Class or Section of Herbaceous Perennials in a Standard Flower Show.  Applicants can be a Garden Club, Group of Garden Clubs, District, Council or State.  AHS is notified of the winners and sends the rosettes to the Chairman, who announces the winners at the Annual CAR Conference.

Native Plants Chairman

Educates the value and encourages the use of native plants in the Region.

Community Gardening/Xeriscaping/Wildflowers Chairman

Stimulates an interest in and provides information about up-to-date projects relating to these horticultural topics.  Advises and assists state chairmen as needed

Container Gardening/Indoor Gardening Chairman

Promotes container and indoor gardening.  Keeps abreast of new information and advises state chairmen as needed.

Improved Cultivars/Trees Chairman

Stimulates an interest in and educates members of new and improved cultivars.  Encourages clubs and states to plant trees.  Keeps members informed of new varieties of trees, culture, disease and insect control.

Organic, Vegetable and Herb Gardening Chairman

Stimulates an interest in and educates members of the above types of gardening.  Advises and assists state chairmen as needed.

 

MEMBERSHIP

Chairman

Educates, promotes, and publicizes the advantages of this organization.  Spreads excitement and enthusiasm among garden club members by following NGC’s Mission Statement.  Develops innovative methods to encourage new members and to keep garden clubs visible in communities.  Advises and assists state and local chairmen as needed.  Presents the Membership Increase Award at the Annual CAR Conference.

Vice Chairman

Assists the  chairman with ideas in promoting an increase in membership throughout the Region.

State Membership Chairmen

Each State Membership Chairman serves on this committee to encourage membership retention and growth.  Each is a liaison serving clubs, districts, the state, the region and the national organization.

Four and Five Star Memberships Chairman

Encourages members to attend the schools that NGC offers, complete the courses and attain Master status.  NGC presents Certificates in both categories.

NFA, CFAA and GCA Design Group Liaison Chairman

Provides information of the above design study groups to those  wishing to advance their study of floral design.

Plant Societies Liaison Chairman

Educates members about specific plant societies.  Encourages the use of specific plants in creative floral designs.

Senior Citizen/Retirement Communities/Couples Chairman

Encourages these groups to become interested in their gardening needs by demonstrating their ability to adapt to changing times and life styles.  Assists states in establishing programs in these areas.

WAFA Liaison Chairman

Provides information on the World Association of Floral Arrangers to all members.  Keeps the states abreast of all requirements necessary to make the World Flower Show a success in 2011.  This show will be held in the United States.

NATIONAL FUNDED PROJECTS

Chairman

Co-ordinates the efforts of the related chairmen to distribute information to their state counterparts.

Disaster, National and International (World Gardening) Chrm

Encourages garden clubs to aid all states and countries that have been devastated by fires, floods, pestilence, hurricanes, tornadoes or any natural disaster.

Green the Gulf Coast Chairman

Encourages garden clubs to aid in restoring community garden areas on the Gulf Coast that were devastated by the hurricanes, Katrina and Rita.

Life Memberships Chairman

Prior to the Regional Conference obtains the names of the new NGC Life Members for the current year from the state chairmen.  Checks with the Conference Registrar to determine which members will be attending.  If flowers are to be given to all Life Members, makes those arrangements with the Conference Chairman.  Introduces the new Life Members and recognizes all Life Members at the Life Member banquet.  Also recognizes the State Life Membership Chairmen.

National Garden Chairman

Serves as a liaison to keep CAR informed of the happenings at the Butterfly Garden at the U.S. Botanic Garden.

National Headquarters/Member Services/Vision of Beauty Calendar Chairman

Keeps members informed of the happenings at the National Headquarters in St. Louis.  Promotes products available through Member Services and encourages the sale of the Vision of Beauty Calendars.

 

NGC PROJECTS

Chairman

Works closely with Regional Chairmen of the various National Projects encouraging them to promote their projects to the membership.

Blue Star Memorial Highways Chairman

Advises and assists the state chairmen in promoting new Memorial Markers and revitalizing existing sites within the states.  Keeps a record of the location of all markers in the Region.

 

Civic Development/National Garden Week Chairman

Promotes Civic Development projects among clubs and encourages clubs to apply for awards.  Promotes activities to coincide with National Garden Week each year.  Judges and presents the CAR Civic Development or Improvement Award at the Annual CAR Conference.

Habitat for Humanity/Landscape Design Contest Chairman

Promotes HFH projects and forwards information to all garden clubs interested in landscaping HFH homes.  Promote any special contests sponsored by NGC.

Principal Financial Project Chairman

Description listed under Special Committees.  Projects and guidelines change with each administration.

 

PROGRAMS FOR GARDEN CLUBS

Chairman

Works closely with the chairmen encouraging them to promote the programs to garden clubs.

Garden Therapy/Healing Gardens Chairman

Educates members of the value of garden therapy and healing gardens as an aid to the recovery and rehabilitation of physically and mentally challenged people.  Encourages clubs to become involved with this therapy.

Design Study Lectures/Illustrated Lectures/Landscape Design Lessons Chairman

Keeps the states aware of national publications available on these topics.  Notifies the states of changes and additions.

On-Line Programs Chairman

Promotes meaningful programs for garden clubs.  Educates  members and clubs about the valuable information available on the internet.

 

SCHOLARSHIP

Chairman

Encourages States to apply for the CAR Scholarships.  The  Scholarship applications are judged by three (3) former CAR Directors determined by the current Director and the current CAR Scholarship Chairman.   This Chairman  announces the recipients at the Annual Conference.

Application requirements:

1. The format of the NGC Advanced Scholarship Form is to be used.  Follow all directions and include the following:

a. Application form.

b. Complete official academic transcript.

c. Personal letter from applicant, discussing goals, background, financial need and commitment to chosen field of study.

(Limited to two typed pages only).

d. List of extracurricular activities, honors, and recognitions received.

e. Financial aid form.

f. Three letters of recommendation of no more than one typed page.  Each letter should evaluate the applicant in one of the following areas:

        1) Scholastic abilities

2) Character

3) Work related experience.

2. A student who has won a NGC Scholarship is not eligible for a CAR Scholarship.

 

YOUTH PROGRAMS

Chairman

Educates clubs about the value of working with youth groups.  Serves as a resource person for programs on gardening with children.  Serves on the Membership Committee.  Judges and presents the Youth Excellence Award at the Annual CAR Conference.

Youth, Intermediate, High School Written Contests Chairman

Contacts each State President and Youth Chairman explaining the titles and rules for all youth written contests each year.  With a committee judges all entries.  Forwards all first place winners to the National Chairman.  Announce the winners at the Annual CAR Conference.

Ecotots/Juniors Poster Contests Chairman

Contacts the Youth Chairmen in each state with the new contest criteria each year.  With a committee judges all entries.  Forwards all first place winners to the National Chairman.  Announces winners at the annual CAR Conference.

 

SCHOOLS AND COUNCILS

Chairman

Encourages communication among the schools chairmen regarding ideas, problems, and concepts that would increase the efficiency and benefits of the schools.  Promotes schools within the CAR and provides answers to questions as they arise.  Encourages Chairmen to submit articles to the CAR Review.  Presents a report on all four schools at the second conference of the administration.

Environmental Study Chairman

Encourages and supports these schools in the states within the Re-

gion.  The courses help participants become literate and knowledgeable on all issues pertaining to the environment.  Serving as chairman, appoints a committee to judge the Books of Evidence for the Environmental Concerns Award.  Presents the Award at the Annual CAR Conference.

Flower Show Schools/Flower Show School Instructors Chrm.

This chairman is charged with the responsibility to:

(a) Keep current on new rules and policy changes that impact the schools/symposiums in the CAR region.

(b) Keep current on the status of accredited Instructors in the CAR.

(c) Coordinate with the CAR Area Accrediting Chairman on issues and concerns presented in meetings or correspondence.

(d) Encourage the search for and development of new Instructors in the CAR.    

(e) Coordinate and disseminate information at the CAR Annual Conference pertinent to the Schools and Symposiums.

(f) Track CAR Schools and Symposiums to share with other States or Regions.

(g) Encourage interstate communication between School and Symposium Chairmen.

(h) Meet with Instructors and School/Symposium Chairmen at the CAR Conference to provide informational updates and to discuss/resolve regional issues and concerns.

(i) Judges and presents the Flower Show Schedule Awards at the Annual CAR Conference.

Gardening Study Chairman

Encourages and supports these schools in the states within the Region.  The courses help participants appreciate horticulture and how it affects everyone’s lives and activities.

Judges Council Chairman

Keeps all states in the Region informed of the Flower Show Schools and Symposiums being held.  Advises and assists Councils as needed.  If Regional Symposiums are held, helps to organize such events.

Landscape Design Chairman

Encourages and supports these schools in the states within the Region.  The courses help participants appreciate the value of good landscape design.  Serving as chairman, appoints a committee to judge the Books of Evidence submitted for the Violet S. Thoron Award.  Presents the Award at the Annual CAR Conference.
