2007-2009 AWARD RULES

 

 

The WVGCI Board of Directors adopted the following standing rule: Awards and award rules shall be printed in the September issue of the West Virginia Garden News in the odd numbered years. Please retain this complete awards listing. Be sure to check changes in the rules, as numbering has changed this year.

2007-2009 Award Rules

1. Award Year: November 1 to November 1 annually. This applies to all projects submitted in application form except where otherwise indicated in awards description.

2. Deadline: November 15 annually. All applications and supporting evidence must be in the hands of the State Awards Chairman by this date each year. Exception: Holiday Flower Shows--See Flower Show Rule #3.

3. Application Blanks: Two (2) application forms are required for each award (except Yearbooks). Application forms should be permanently attached inside front cover and a duplicate form attached with a paper clip for easy removal. Yearbooks need only one application form. The application form printed in this issue may be used. Additional forms may be duplicated or obtained from District Directors or State Awards Chairman. One book of evidence may be used to apply for more than one award, provided two (2) separate application blanks for each award are submitted with book. Only one book of evidence per award may be submitted from each club.

4. Requirements for Book of Evidence

      A. Data should be brief, neat and concise. Materials must be compiled and secured so no loose items are included. Materials submitted are to be attached to sheets in theme binder with slide fasteners, approximately 9"x1112". No oversized or heavy applications accepted. Do not use 3 ring binders. A maximum of 12 pages, using front and back of 6 sheets of paper. Label on outside must carry name and number of award, club name, district and name and address of person applying. The title page should include number and name of award, name of club with address, membership and a brief description of the project. No Table of Contents necessary.

      B. A one page typewritten description of the project including member  participation is required.

      C. Supporting evidence should include before and after pictures, publicity, letters of appreciation and financial statement if applicable.

5. Yearbooks: Should be submitted with one official application form attached.

6. Return of applications and books: The Awards Committee will not be responsible for returning any books of applications NOT picked up at the close of the state meeting. This committee is permitted to reclassify applications if deemed necessary and may rework a book of evidence to submit for Regional or National award consideration.

7. Presentation:Will be at the annual meeting. No award will be given out at Convention unless the club president/representative or individual from club is present! Only checks/certificates for youth awards will be mailed.

8. Return of Award Trophies: The club winning a trophy is responsible for returning said trophy in the same condition as when received to the Awards Chairman by November 15th. Clubs will be responsible for any damages to trophies.

 

Description of 2007-2009 Awards

1. THE WEST VIRGINIA GARDEN CLUB AWARD*

Donor: Joan M. Tuckwiller, Past President

A silver tray and $50 cash award presented annually to a club for outstanding civic contributions including educational activities, which emphasize the objectives of WVGCI. This may be one large project or several small ones. This is a perpetual trophy and cannot be retired. Book of evidence is required.

Points for Judging:

2. THE COUNCIL CUP*

Donor: Sears Roebuck and Company. A perpetual trophy awarded annually to a council for an outstanding community project. This may be one large project or  several small ones. A book of evidence is required.

 

3. THE VIRGINIA C. MABLEY AWARD

Trophy Donor: Mrs. Carlton R. Mabley, Past President

Cash Donor: Mrs. Gaytha Jones, Past President

A perpetual trophy and $50 cash awarded annually to an individual for his or her meritorious achievement or outstanding contribution to the welfare of the  community, local, state or national, through the media of gardening activities.

Rules for the award are as follows:

   1. Fill out WVGCI Awards application form

   2. Nomination may be submitted by the president or secretary of any garden club,which is a member of the WVGCI. List organization making and individual submitting nomination and their title (president or secretary).

   3. On a separate sheet of paper submit nominee’s full name and address. List activities and achievements of nominee in garden club work. Be specific and list all activities in the following areas: gardening, flower arranging, landscaping, official duties in Club, District, State, National or other areas of Garden Club, teaching or instructing, community beautification, civic improvement, exhibiting, youth projects and other.

4. Only winner's name will be announced each year, as candidates for this award may be nominated the following year. Individual may win award one time.

5. Only federated garden club members are eligible to be nominated.

 

4. BEAUTIFICATION AWARDS*

   A. Small Club Donor: Mrs. Carol Rockwell, Past President

A $50 Cash award to be presented annually to a club of 20 members or less for an outstanding project of civic beautification. A book of evidence is required. See Award Rules.

   B. Large Club Donor: Mrs. Hunt Cunningham, Past President

A $50 Cash award to be presented annually to a club of 21 members or more for an outstanding project of civic beautification. A book of evidence is required. See Award Rules.

 

5. THE GOVERNOR'S TROPHY*

Trophy Donor: Governor of WV • Cash Donor: Mrs. Loretta Lively, Past President

Silver trophy and $50 cash given for a clean-up project undertaken by a club. Submit proof of project giving location and details of completing project. A book of evidence is required.

 

6. LANDSCAPE DESIGN CRITIC'S COUNCIL AWARD*

Donor: Mrs. C. Vincent Townsend, Past President

A $25 Cash award to a garden club or clubs for the most outstanding civic landscaping project undertaken in cooperation with a non-gardening group or promotion of the project by the garden club or clubs. A book of evidence must include plans and specifications, name of landscape architect and/or nurseryman and evidence of plan for future maintenance. For book of evidence requirements, see Award Rules.

 

7. GENEVIEVE PAYNE AWARD FOR GARDEN THERAPY*

Donor: Family of the late Mrs. E. M. Payne, Jr., Past President

A perpetual silver trophy to be awarded to a garden club or clubs for outstanding garden therapy work whereby handicapped individuals received noteworthy benefit.

Points for Judging:

   1. Outline of project, 25 Points. This project must possess therapeutic value and emphasize horticulture and gardening activities by the handicapped person. Plan for the year must be clearly outlined.

   2. Actual Work, 50 Points. This project must be undertaken according to plan with the handicapped such as Veteran's, Children's or Mental Health Facilities; classes, workshops or camps for the handicapped or underprivileged; with homebound patients.

3. Record, 25 Points. A complete record of plan, procedures and achievement, giving club clippings and publicity should be compiled in a book of evidence.

 

8. THE KATHRYN SCHMITZ ARBOR TROPHY

Donor: Mrs. Ralph Schmitz, Past President

A perpetual silver trophy to be awarded annually to a garden club or clubs, or a council for meritorious tree and or/shrub project including one or more of the following:

   1. The planting, protection and preservation of trees and shrubs, especially our state flower - the Rhododendron.

   2. A community-wide promotion with plantings of a single variety of tree or shrub.

   3. Planning/promotion with planting of many varieties of trees and/or shrubs.

   4. Arbor Day Activities

   5. A book of evidence is required.

 

9. THE JIMELLE F. WALKER RHODODENDRON AWARD

Donor: Mrs. Henry L. Walker, Past President

A perpetual silver trophy to be awarded annually to the garden club with the greatest percentage of Rhododendron planted per member. The plants must be at least 2 years old when planted. A book of evidence is not necessary, but application form must include:

   1. Number of members July 1 of the year in which application is made.

   2. Number of Rhododendron planted during the award year - November 1 to November 1. Award Committee to calculate percentage to determine winner.

 

10. McDONALD AWARD FOR HISTORIC PRESERVATION*

Donor: Mrs. Marjorie McDonald Hollandsworth, Past President

A $50 award presented annually to a garden club(s), or council for the completion or continuation of a historic preservation project such as the restoration of a park, building and/or garden of importance to the heritage of a specific locality. Good landscaping and/or architectural design to enhance the value and significance of the site will be considered. A landscape architect's plan should accompany the Book of Evidence. It is important to use plantings that are authentic to the locality and period and to follow rules relating to the plantings of the period. Book of Evidence is required.

 

11. THE BIRD PRESERVATION AWARD*

Donor: Mrs. I. D. VanMetre, Jr.

A perpetual silver trophy awarded annually to a garden club for outstanding accomplishments and contributions toward the environmental protection and preservation of beneficial birds, such as establishing sanctuaries, furnishing food and shelter or planting habitat to attract birds. A Book of Evidence is required.

 

12. NATIONAL GARDENER SUBSCRIPTION AWARDS*

Donor: WVGCI

A $10 cash prize to clubs having 100% subscription to The National Gardener. A club may win this award only twice. Proof consists of a complete list of members and the mailing label from the most recent issues of The National Gardener. Labels represent a paid subscription form and proof of subscription to State Awards Chairman.

 

13. AWARD FOR ARTICLE ON GARDENING

Donor: WVGCI

A $10 cash prize to the garden club member submitting the best article on any subject of gardening or garden club activities.

Rules: All articles become the property of the WVGCI and will be used as program material. The articles may be unpublished or published, but if they have been published, written permission from the publisher for submitting the articles must accompany application. None will be returned. Articles must be correct form, typed and all pages securely fastened together. Length of article must be between 500 and 2,000 words. Give name, address, city and name of club.

Points for Judging:

15. AWARD OF HONOR CONSERVATION CITATION

   1. Honorary citation to a person or persons not affiliated with a garden club for.extraordinary contribution in some area of conservation.

   2. Honorary citation to an industry, commercial enterprise, or civic organization.for extraordinary contribution in some area of conservation.

Rules: One or more conservation citations may be presented annually. Nominations for the Award of Honor, along with supporting evidence, may be made by the president of a local garden club or council upon unanimous approval of its members and presented to the awards Committee for consideration. The Awards Committee may include one or more conservationists in judging nomination for this award.

 

16. AWARD OF MERIT CITATION

   A. An Award of Merit to recognize meritorious efforts in related garden club activities, which may be given to a garden club member, non-garden club member, federated club or group of federated clubs. This is to be awarded at the discretion of Awards Committee and President.

   B. An Award of Merit to be awarded at the discretion of the Awards Committee and President. No Application.

 

17. AWARDS OF HONOR

WVGCI will present Awards of Honor to business and industrial establishments in West Virginia which have taken an interest in landscaping, maintenance and other means, either on-going or completed, in making their buildings, grounds and surroundings attractive to deserve commendation for their outstanding efforts. Garden Clubs, after choosing the establishment they wish to sponsor, should contact an official in charge and ask permission to submit an entry to avoid duplication of sponsorship. Each club is permitted one entry which is to include a typed report on 812 x 11" paper, suitably bound, setting forth reasons why entry deserved consideration. Such evidence as pictures, news clippings, etc. may be included with typed report. Ten (10) of these awards may be presented at the annual meeting to the president or representative of the club(s) sponsoring said establishments. These awards will be presented to the winning groups by sponsoring club(s). Awards may not be self-solicited by firms. Government agencies and private properties are excluded.

 

18. THE ELEANOR W. CAIN MEMORIAL AWARD*

Donor: family of the late Eleanor W. Cain, Past President

A $100 award will be awarded to a club for making landscaping improvements around an already established Blue Star Memorial or by-way marker. Patriotic colors/themes will be given preference. This project may be a replacement for a destroyed or long neglected landscape. A book of evidence is required.

 

19. ADKINS ARTISTIC FLOWER DESIGN AWARD

Donor: Mrs. Robert E. Adkins, Past President

A $50 award and a certificate may be awarded to an individual garden club member for distinguished achievement in flower arrangement. Entrants must submit a standard (3x5" or 4x6") color photo and the negative of the arrangement. Entries will be judge by a panel from the Council of Nationally Accredited Flower Show Judges of WV. It is not a requirement that the entry be from a flower show. There is no restriction on the material and/or type of container used, but a list of materials must be attached to each photograph with name, address and garden club of the individual submitting entry and title of arrangement. Winner will be submitted for the Engagement Calendar published by NGC.

 

20. PATTERSON AWARD FOR ENVIRONMENTAL EDUCATION*

Donor: Mrs. George Patterson, Past President

A Cash Award of $50 for the most effective or outstanding program in the field of environmental education and/or concerns, such as current conditions and further need of water, air, soil, plants, animal habitat, land use, urban environment, etc. Evidence of youth participation must be a part of the comprehensive plan.

Scale of Points:

   1. Need and objectives to meet the need . . . . . . . . . . . . . . . . . . . . . .25 points

21. CONSERVATION AND PRESERVATION OF BUTTERFLIES AWARD*

Donor: Mrs. Emily Shirey, Past President

A $50 Cash Award to a club or council for developing and implementing a program focusing on the protection of butterflies and their habitat and/or the planting of butterfly gardens. Applications must include how this project protects and preserves butterfly habitat. If planting a butterfly garden, application must include a plant list and diagram or sketch of the garden. Extra effort should be made to combine exciting plantings and native wildflowers with any new plantings. Extra points will be awarded if youth participate.

 

S1. WEST VIRGINIA NURSERY & LANDSCAPE ASSOCIATION AWARD*

Donor: West Virginia Nursery and Landscape Association

A total of $1,000 may be awarded to a garden club(s) for the most outstanding achievement in landscaping of a public school, grades one through twelve. May be one small or large area, or several areas of interest, on the school grounds. A non-professional design of planting or a landscape architect design must accompany the book of evidence. (See award Rules). Should there be more than one meritorious project, division of this award is possible, e.g. First place $500, Second place $250 and Third place $250.

Scale of Points:

   1. Design: fitness, suitability, beauty . . . . . . . . . . . . . . . . . . . . .. . . . .25 points

Donor: Esther Hinchman

A $50 Cash Award will be granted to the club that sponsors the West Virginia High School Senior Esther J. Hinchman Scholarship Winner. See scholarships for details.

 

 

 

*May be eligible for corresponding SAR and NGC Awards.

Some state awards, with a little reworking on the submitter's part, may also qualify for additional awards on the regional or national level. These awards can be significant. Please review the September/October National Gardener or contact the State Awards Chairman concerning guidelines for these advanced awards.
